Rosemary Rawlins Bartholomew
Subject Matter Expert for Health Care Quality, Office of Inspector General – U.S. Department of Health and Human Services
Rosemary joined the Office of Inspector General at the U.S. Department of Health and Human Services in 2011. She specializes in evaluations of patient access to care in managed care programs including Medicare Advantage, Medicare Part D, and Medicaid managed care. She has a particular focus on the use of prior authorization and on denials and appeals processes. Rosemary earned Bachelor’s degrees in International Relations and Economics from the University of California, Davis. She also holds a Master of Development Economics from the University of San Francisco. Prior to joining OIG, Rosemary worked in the California Office of the Governor.
